Try as I might, I cannot reproduce this error. :-(
I only have the intel compiler version 11.x, though -- not 12.
Can you change your test to use MPI_Reduce_local with INTEGER8 and see if the problem still occurs? (it probably will, but it is a significantly simpler code path to get down to the INTEGER8 SUM operation back-end)
If so, can you attach a debugger and see why Open MPI thinks it doesn't have an op for the (INTEGER8, SUM) combination?
I'm sorry -- this is the best that I can offer since I can't reproduce the problem myself. :-(
