Have you checked "ls -ld /tmp/"? Jeff has been asking you twice to
provide the exact permissions, so I guess he would be delighted to
eventually get the answer.
You may also want to check the other path (the job specific one) in your
$TMPDIR.
Last but not least: have you tried without PBS, let's say something like
$ orterun -np 2 /bin/hostname
or even
$ orterun --mca pls rsh -np 2 /bin/hostname
(sorry for asking this basic stuff, I haven't followed the whole thread)
