To compile blacstest with g77 you need
-fugly-complex -fno-globals -Wno-globals
Add this to TESTING/Makefile
where it compiles blacstest.
blacstest.o : blacstest.f
$(F77) -fugly-complex -fno-globals -Wno-globals
$(F77NO_OPTFLAGS) -c $*.f
