I will raise the issue to our local legal people. They pushed for
CeCILL-B as most French research institutes do (CeCILL* licenses have
been designed to be totally ok wrt the French legislation). But if BSD-3
helps here, we will look at relicensing.

So, the actual problem would be that OMPI could not be
combined/distributed together with another GPL project if OMPI shipped
its own included libtopology? Out of curiosity, who's
combining/distributing OMPI like this?
