This is what Torque does at present, though I suggest
that PLPA start of by abstracting that and then having
handlers for /dev/cpuset and /dev/cgroup depending on
which is mounted at the time.
You may also want to probe /proc/mounts to tell which
is in use and where it is mounted (Torque currently
assumes /dev/cpuset but you can mount it anywhere).
