Hi,

to get slowly the ball rolling, I thought about the library name by
myself. Here are my suggestions:

Portable Topology Library (PTL)
 - is short but ther is the Portable Thread Library

Portable Host Topology Library (PHTL)
 - not that short, but at least the lib name is not taken / not found by
   google

or without the "Library" part:
Portable Host Topology (PHT)
 - the lib name seems to be assigned to some scientific library

My personal best is PHTL.
