The Portable Linux Processor Affinity (PLPA) toolkit v1.3.1 has been
released.

This is a minor bug fix release, and likely the last PLPA release.

PLPA v1.3.1 fixes a minor bug identified by Eugene Loh of Sun: plpa-
taskset CPU ranges specified by the "-c" option were excluding the
highest processor ID. No changes occurred in libplpa.
