The Portable Linux Processor Affinity (PLPA) toolkit v1.3 has been
released.

The major new feature of this release is the ability to utilize
Valgrind support. In particular, PLPA now uses the Valgrind API to
silence some false Valgrind warnings at run-time. This gives the
ability for applications using PLPA to be Valgrind-clean.
