   NOT (A AND B) = (NOT A) OR (NOT B)

Applied to give:
   NOT (TEST1_FAIL AND TEST2_FAIL)
      = (NOT TEST1_FAIL) OR (NOT TEST2_FAIL)
      = TEST1_PASS OR TEST2_PASS
