Jeff knows more about this, but from I see in
tests/embedded/configure.ac, you can catch errors:
HWLOC_SETUP_CORE([hwloc], [hwloc_setup=happy], [hwloc_setup=unhappy])
and then do what you want depending on $hwloc_setup.
